The Messiah instructs the Nephites to observe this ritual by assigning it as a priesthood responsibility. Although he refers to “one” ordained to that office, the larger the population, the greater the need for more ordainees to administer this rite. The “one” seems to refer to an office/right, rather than to an individual.
